San Francisco, CA- Orange County’s District Attorney’s Office (OCDA) received $480,000 in state grants from the California Office of Traffic Safety (OTS) in order to confront the problem of DUIs that are plaguing the area. The grant is the third of its kind awarded to the OCDA in their effort to improve the detection and prosecution of those who abuse alcohol and drugs within DUI cases. The OTS grant will be partially funded by the National Highway Traffic Safety Administration.
The first grant was handed to OCDA for a $691,631 two-year grant from the OTS. The grant was allocated to prosecution of DUI cases and allowed deputy district attorney and clerical support staff to focus wholly on DUI cases.
The second grant came in 2008, which was used to help OCDA create a Vehicular Homicide Team of the Homicide Unit in California. That team was comprised of specialized in prosecuting and investigating individuals for DUI cases. Ever since the inception of the OCDA, the office has obtained 85 vehicular death convictions. The team furthers its efforts by giving presentations to college sororities and fraternities, along with presentations at high school and elementary schools.
In 2011, the OCDA received an additional $640,000 from the OTS to support a new multi-agency effort against DUI cases. Orange County Crime Laboratory (OCCL) received some $350,000 to acquire the latest in machinery designed to process DUI drug-related evidence.
The newest OTS grant is meant to strengthen the multi-agency partnership with the CHP and FPD, providing 50 additional officers from Orange County law enforcement agencies. These individuals will be given specialized training to detect and arrest drivers under the influence while operating vehicles.
When it comes to DUI cases, officers are capable of observing objective signs of intoxication, including odor detection, slurred speech, as well as read and watery eyes.
Officers can also test blood alcohol content on the scene to illicit a blood-alcohol level and make an arrest.
