Russia is waiting to hear back from NATO on a proposal requiring both parties to avoid "dangerous" military activities, an envoy said Wednesday.
Russia's representative, Dmitry Rogozin, did not say when the suggestion was made, only that Moscow "is still waiting for an answer," the news agency RIA Novosti reported.
"We do not understand why our western neighbors, primarily East European and Baltic states, are so reluctant to sign any agreements on confidence-building measures," Rogozin said.
The agreement states the participating parties are obligated to take any measures necessary to ensure a peaceful resolution of any episode that may take place resulting from unintentional entry by aircraft, ship, ground personnel or hardware of one country's armed forces into the territory of another country, the Russian news agency reported.
A similar U.S.-Soviet Union agreement was put in place in 1989.
