Two people were killed and three others were missing Tuesday in a helicopter crash in the waters off Netanya, Israel, emergency officials said.

The helicopter, reportedly carrying tourists, fell nearly 1,000 feet into the sea near Sironit Beach, Haaretz reported.

Rescue divers from Zaka, the Israeli emergency response team and volunteers from Magen David Adom, an emergency disaster relief group, were searching for the missing pilot and two missing passengers, authorities said. The cause of the crash had yet to be determined.

Israel has worked to upgrade its aviation safety standards since the U.S. Federal Aviation Administration last year downgraded Israel's standing to a Category 2, the category given for aviation standards in many developing countries, Haaretz said.
